The Role of the Port of Chelan County
The Port of Chelan County was made aware in late 2003 of the University of Washington's intention to prepare and submit to the National Science Foundation ("NSF") a proposal to develop a Deep Underground Science and Engineering Laboratory ("DUSEL") at Mt. Cashmere. The proposal being developed and advanced may have profound long term implications for Chelan County, the Pacific Northwest, and the entire world. Because the potential impacts are still uncertain or unknown, the Port Commissioners have not taken a formal position regarding the DUSEL at Mt. Cashmere. The proposal will be made available for public review and comment. In addition, a series of community public meetings will be held to give the University of Washington the opportunity to explain the project, to gather public comment, and to understand the project's impacts, as well as how, or if, those impacts can be mitigated.
In response to a request from the Chelan County Commissioners, the Port has joined with the Washington Department of Community, Trade and Economic Development ("CTED") to hire a neutral professional facilitator to conduct the public meetings described above. The Port and CTED share the common goal for this process to be fair, open, objective and transparent. The facilitator has been charged with the responsibility of preparing and delivering to the Port and to the University of Washington a report summarizing the community meetings. After the Port Commissioners have received and reviewed both the DUSEL proposal and the facilitator's report, the Port may take a formal position with regard to DUSEL at Mt. Cashmere.
While the pre-proposal prepared by the University of Washington Physics Department and submitted to the NSF makes numerous references to roles that the Port of Chelan County may be asked to play if the proposal is approved and implemented, in all discussions with the University of Washington, the Port has made it clear the Port will not consider asuming these roles until the public meeting process and the report of the facilitator are completed.
